Why would anyone do that? You'd have to pay Final Valuation fees etc.

Or do the sellers say the buyer didn't pay? Maybe I'm just naive!

I would say it could be an attempt to get the bidding started and also to show confidence in the listing to other potential bidders. Ever in some cases to push up the price and get bids raised.
