That certainly sounds like a reasonable explanation. The only thing is, the hands on the 12 hour small dial are a different style than all the rest. Could it be possible one of the 24 hr quartz movements failed over time and it was replaced with the 12 hour? I'm asking because I'm clueless if that could actually physically be done.
