My SuperOcean Heritage was bought new in Aug '08. According to timeticker.com, I appear to be 12 sec slow in 48 hours. I was thinking of bringing it back to the AD (where it was purchased) for them to "regulate" it, as well as to look at the Ocean Racer strap issue (previous post).
Questions:
1. How much does this "regulate" service typically cost?
2. Does warranty cover regulating? If so, is warranty 1 year, or more?
3. Should I hold-off a little while, maybe wait until it's almost a year old?

Funny you should say that.
I have a Black dial SOH running about the same.
Mine's not under warranty so I'll pay to get it regulated and pressure tested/sealed.

Yours is under warranty - (two years is standard).
Regulation is covered.
Having your watch since August means it's 'settled in'.
Take it to your AD and they should be able to do it there - free.

I agree with HO - I've never paid for a regulation. Even if I pick up a vintage piece I'll take it to my AD to regulate before determining if a service is needed and they would never dream of charging me for it.
