I was wondering if anyone can help..

When using the stopwatch function on a brand new Transocean the secondhand will occasionally jump back ever so slightly when stopped, not even a 1/4 of a second.

Anyone else?

My TA does this as well.. Almost like it's setting itself to the nearest 1/4 second. I assumed it was because I was stopping the watch in between 1/4 second markers so it would set back to the nearest 1/4 second but although never jumps ahead.

I'm not sure if its the design or a defect..?

I think it's just a question of 'lash' when the hand stops. Not a problem just a characteristic.
