Is VAT charged on used items in the UK now???

I know when I came to Canada that was one thing that I go frustrated by was that sales tax was levied on used items whereas in the UK it was only payable on new items.

As I say I can't speak for watches as I've not imported a Breitling or anything of comparable price, BUT yes I have been charged VAT on used items in the past. Half the time I think Customs just make it up as they go along!
